Meaning

Sakalīkṛti, "making whole", is placing the six limbs on the deity's body with hrāṁ hṛdayāya namaḥ … hraḥ astrāya phaṭ, as the commentary explains.

Commentary

Hariharānanda Bhāratī’s Sanskrit commentary, translated

Then, uttering the root mantra three times, he should sprinkle, consecrate, the Goddess with the water of the special arghya for the purification of the deity. With the six limbs: the Goddess's sakalīkṛti, her making whole, is to be done with the mantras "hrāṁ hṛdayāya namaḥ, hrīṁ śirase svāhā, hrūṁ śikhāyai vaṣaṭ, hraiṁ kavacāya huṁ, hrauṁ netratrayāya vauṣaṭ, hraḥ astrāya phaṭ". Sakalīkaraṇa, as it is said: "The placing of the six limbs on the body of the deity is sakalīkṛti."
