Meaning
The commentary explains the names: gauḍī is made from molasses (guḍa), paiṣṭī from grain flour (piṣṭa), mādhvī from madhūka flowers. Palm and date wines are further kinds. What the Tantra prescribes here is its own teaching, given as the text presents it; taking up any practice is a matter for one's tradition and teacher.

Commentary
Hariharānanda Bhāratī’s Sanskrit commentary, translated
Thus entreated by the Goddess, Śrī Sadāśiva spoke, beginning "gauḍī…". Gauḍī is wine made from molasses (guḍa); paiṣṭī is made from flour (piṣṭa); mādhvī is made from madhūka flowers. So wine of three kinds is declared the best. That same wine is of many kinds: showing the many kinds of wine he says "tāla-kharjūra…". (This explanation covers verses 2 and 3.)
