Meaning

Having heard that the Supreme Self alone is to be meditated on and worshipped, and is easily worshipped, the Goddess now asks how. The "guru of the gods" is Bṛhaspati, so Śiva is the guru even of him.

About ullāsa 3The Supreme Brahman: its nature, the Brahma-mantra and its meaning, meditation, inner and outer worship, a hymn, an armour and the day of its worshippers.
