Meaning
The place of ritual is defined exactly. The commentary: for as long as he is unable to give up the impurity of the mind (citta-kalila), for just so long the disciplined practitioner, devoted to the kula, should perform the rites; and not after that. Ritual is a means, like a ladder, used until the mind is pure, and then no longer needed. Verse 94 completes the thought.

Commentary
Hariharānanda Bhāratī’s Sanskrit commentary, translated
"Yāvat…" and the rest. For as long (yāvat) as he is unable (notsahate, na śaknoti) to give up (hātum, tyaktum) the turbidity of the mind (citta-kalila, the mind's impurity), for just so long, being endowed with devotion to the kula and keeping his vows (vratī), being disciplined, the practitioner should perform the rites (karma), and not after that. He gives the reason for this with "yathāvat…": hi means "because". (This explanation covers verses 92 to 94.)
