Meaning
The third tattva is fish, born of water. It is "desirable" (kamanīya), which the commentary glosses as "to be longed for", gives happiness, and increases offspring (prajā-vṛddhi). The commentary groups verses 106 to 111 together. What the Tantra prescribes here is its own teaching, given as the text presents it; taking up any practice is a matter for one's tradition and teacher.

Commentary
Hariharānanda Bhāratī’s Sanskrit commentary, translated
Kamanīyam: to be longed for, desirable. (This explanation covers verses 106 to 111.) Thus ends the seventh ullāsa in the commentary on the glorious Mahānirvāṇa Tantra.
