Meaning
Now the brief preparatory rite, as the commentary says. Normally a puraścaraṇa has five parts: japa, homa (a tenth of the japa offered into fire), tarpaṇa (a tenth of that as libations), abhiṣeka and the feeding of brahmins. The short form drops all but the first: the commentary explains that by doing four times the prescribed japa, the preparatory rite is complete even without the homa and the rest. Recitation replaces ritual apparatus.

Commentary
Hariharānanda Bhāratī’s Sanskrit commentary, translated
Now he gives the brief preparatory rite, with "puraskriyāyām…" and the rest. In the preparatory rite of mantras, whatever japa is prescribed for a mantra: from four times that japa, the preparatory rite is accomplished even without the homa and the rest. (This explanation covers verses 81 and 82.)
