Meaning
A rule for the missed sandhyā. Even if its proper time (kālātyaya) has gone by, it should still be done, by those, the commentary says, who are not "ātura", not made helpless by old age or illness, and who desire liberation. It is to be preceded by the formula "oṁ tat sat brahma", "oṁ, That, the Real, is Brahman", which makes up for the lapse. The commentary specifies that this covers both the Vedic and the Tantric sandhyā.

Commentary
Hariharānanda Bhāratī’s Sanskrit commentary, translated
"Kāle…" and the rest. O Devavanditā, you who are worshipped by the gods: even when the time is past (kālātyaye), that is, even when the proper time for performing the sandhyā has gone by, those who are not afflicted (anātura), not made helpless by old age or some other cause, and who desire liberation, the seekers of release, should perform this sandhyā, Vedic and Tantric, after uttering "oṁ tat sad brahma".
