tattvacakraṁ cakrarājaṁ divyacakraṁ taducyatē | nātrādhikāraḥ sarvēṣāṁ brahmajñān sādhakān vinā || 204 ||

Translation

The Tattva-cakra is called the king of circles, the divine circle; not all have a right to it, only practitioners who know Brahman.

Meaning

The commentary glosses "atra", here, as in the king of circles, the Tattva-cakra. Unlike the Bhairavī-cakra, open to every class and to all initiates, this circle is restricted, not by birth but by knowledge: only the "brahma-jña", knowers of Brahman, may take part.

Commentary

Hariharānanda Bhāratī’s Sanskrit commentary, translated

Atra: here, in the king of circles, the Tattva-cakra.
