Meaning
The "cakra", circle, was introduced in the sixth chapter as part of the kula worship: practitioners, men and women, gathered in a circle around the leader, sharing the consecrated tattvas. That circle is done at times of "special worship" (viśeṣa-pūjā), the commentary says, as part of the full rite. The Bhairavī-cakra described now is a freer form. The commentary reads verses 153 and 154 together. What the Tantra prescribes here is its own teaching, given as the text presents it; taking up any practice is a matter for one's tradition and teacher.

Commentary
Hariharānanda Bhāratī’s Sanskrit commentary, translated
Asked in this way, Śrī Sadāśiva answered, beginning "kulapūjā…": the performance of the circle (cakra) that was told in the rite of kula worship. (This explanation covers verses 153 and 154.)
