Meaning
A series of verses (63 to 69) ends with the refrain "he has conquered the three worlds": earth, the middle region and heaven, that is, every reward. The first is public works: water tanks, planted trees, travellers' shelters, bridges. The traditional "pūrta" works, merit gained by serving the public, are given the highest praise.
