Meaning
A ranking of waters for bathing: the Gaṅgā (here called svarṇadī, "the river of heaven", since she descends from heaven) first, then other rivers, lakes, step-wells and tanks (vāpī), wells and, last, small ponds. The commentary glosses "kṣullaka" as small bodies of water, citing the Amarakośa, and "sarvam" as all these waters. Each purifies; they differ in degree.

Commentary
Hariharānanda Bhāratī’s Sanskrit commentary, translated
Kṣullakāḥ: small bodies of water; "kṣullaka also means small", says the Amarakośa. Sarvam: all, the water of the Gaṅgā and the rest.
