Meaning

Who is worshipped, as the commentary explains: the three great gods with their attendants; the sages of Sanaka's kind (Sanaka, Sanandana, Sanātana, the eternal youths); the devarṣis such as Nārada; and the brahmarṣis such as Bhṛgu.

Commentary

Hariharānanda Bhāratī’s Sanskrit commentary, translated

In the verse beginning "devāḥ" he names the gods and sages who are to be worshipped to be freed from the debts. Brahmā, Viṣṇu, and Rudra together with their hosts: these are the gods to be worshipped in the rite of saṁnyāsa. Sanakādyāḥ: those of whom Sanaka is the first, Sanaka, Sanandana, Sanātana and the rest, the sages of Sanaka's kind; likewise the devarṣis, Nārada and the rest, and the brahmarṣis, Bhṛgu and the rest, are to be worshipped.
