अधिकारिविभेदेन पशुबाहुल्यतः प्रिये । कुलाचारोदितं धर्म्मं गुप्त्यर्थं कथितं क्वचित् ॥ २२ ॥
adhikārivibhēdēna paśubāhulyataḥ priyē | kulācārōditaṁ dharmmaṁ guptyarthaṁ kathitaṁ kvacit || 22 ||
Translation
Because those who are qualified differ, and because paśus are so many, beloved, the dharma of kulācāra has in some places been told covertly, to keep it hidden.

The commentary reads it as "especially because of the great number of paśus": the Kaula teaching was veiled where the unqualified might take it up.
