Meaning
Courtesy. When the heavenly company descends, the whole assembly stands (uttasthau), the commentary says to welcome them. The hall was already full of sages (muni-sampūrṇā): Vasiṣṭha, Viśvāmitra and the rest. The sages of earth rise for the sages of the sky. The reader may notice how much of this sarga is about honouring: it is the frame in which the teaching will be received.
