Meaning

The Siddhas, who praised Rāma at the end of the last sarga, now say what must happen next. Rāma has asked; the great seers (maharṣi) must answer, and their answer, the verdict (nirṇaya), is worth hearing. Rāma is the "banner" (ketu) of the Raghu dynasty, its sign raised high. His words are called pāvana, "purifying": they have cleansed those who heard them. The commentary: the decision the seers will give on these questions must certainly be heard. The whole of what follows in the Yoga Vāsiṣṭha is that verdict. The reader may notice that the beings of heaven, for all their powers, come down to hear an answer; they do not give it.
