Meaning
Time (kāla) is an ocean, and creations are its waves, sometimes in the same arrangement (sanniveśa) as before, sometimes in another. The commentary: the waves of the great ocean of time appear as creation, with the same or a different order of parts. The sarga's images have moved from the light of the sun, to the ocean of the supreme, to the ocean of time. The last is the most immediate to us: we feel time, and do not feel the Self. But all three are one ocean.
