Meaning

The whole company of beings, humans, divine seers and gods, arise and dissolve, sometimes together in great numbers (sambhūya bhūriśaḥ), sometimes one by one. The commentary: they have arisen and dissolved again and again, in forms like these, and will take birth in other bodies after this. Nothing in the order of beings is exempt. The gods too are waves.
