Meaning
Ignorance was a river; the highest truth (paramārtha) is the ocean on which its waves rise. Creations roll on (anuvartante) again and again, some the same as before (ta eva), many others new. The commentary: in the vast ocean of the supreme reality, old and new creations circle in great numbers, arising and dissolving. The ocean is the ground of everything that ignorance imagines, the commentary says; nothing can be imagined that does not rest on it. This prepares the answer to Rāma's question: if creations repeat, so do the beings in them.
