Meaning
Even the free birds, those in the garden creepers and in the dovecotes at the tops of the buildings (viṭaṅka, the commentary says the roosts of pigeons), stopped. Their wings (pakṣa-tati, "the spread of the wings") did not stir and their calls (āravāḥ) ceased. The caged birds of verse 7 and the free birds here listen alike. The reader may hear in it a small parable: bound or free, every creature attends when what is said concerns it.
