Meaning

The flowers do not fall only in the hall; they fill the courtyards and cover houses, roofs and squares (catvara). The whole city of Ayodhyā looks up. The commentary: the men and women of the city stood watching with their necks raised. The picture is of a whole people turned toward the sky in wonder. The reader may notice that the city did not hear the discourse; it saw only the flowers. Those who did not hear the words still received something of their fruit.
