Meaning

What effort finally wins. When the fruit of striving (parispanda) ripens, a cool gladness rises in the heart as the moon rises. The commentary: through the purification of the mind by bodily, verbal and mental acts as scripture directs, knowledge comes, and with it the seal of the happiness of freedom while living, cool as the moon, free of the heat of desire and anger. It quotes the Upaniṣad: the joy of one learned in the Veda and free of desire equals the bliss of Brahman. "From effort alone, from nothing else": even this inner peace, which seems a gift, is the fruit of striving.
