Meaning

A half-verse in both prints. After the dissolution, the commentary says, Time rests and again becomes the maker, enjoyer, destroyer and remembrancer of the world: every role, every state (sarvapada). The four words sum up the cycle. The reader may notice that these are also the roles each mind plays: making, enjoying, losing and remembering.
