Translation

Who among the wise is not bewildered by the confusion of the world, which kills the self and gives a reversal at every moment?

Meaning

Even the wise, the commentary says, are confused by the endless reversals. The verse is honest about the strength of the illusion: knowing is not enough to be free of it. That is why a teacher and a practice are needed.
