Meaning
Verses 13 to 16 picture the world as a dancer. Her robe is the dust of beings, blown about by the wind of the mind; her art is the acting out of falls to hell, rises to heaven and returns to earth, as the commentary says. The dancer imagery of 1.25 returns, now for the whole world-order.
